Position Overview

VPA is seeking Scope Managers.  The Scope Manager – Electrical & Instrumentation (I&C) is responsible for defining, developing, validating, and controlling detailed construction scopes of work for power generation projects, including turbine installations, balance of plant (BOP), outages, and capital upgrades.

This role serves as the technical bridge between engineering, estimating, procurement, and field execution—ensuring scopes are complete, constructible, cost-aligned, and schedule-ready. The Scope Manager must possess strong electrical and I&C technical knowledge, the ability to read and interpret ISO drawings and P&IDs, and experience supporting gas or steam turbine projects.

This is a high-impact role requiring both technical depth and commercial awareness to protect project margins and execution certainty.




Key Responsibilities

Scope Development & Validation
  • Develop detailed construction scopes for electrical and I&C systems in power generation facilities.
  • Review and interpret:
    • Electrical single lines
    • Wiring diagrams
    • Loop drawings
    • P&IDs
    • ISO drawings
    • Cable schedules and termination drawings
  • Translate engineering deliverables into executable field work packages.
  • Identify scope gaps, constructability risks, and potential cost exposures.
  • Validate scope alignment with contracts, specifications, and client requirements.




Cost & Quantity Development
  • Perform quantity take-offs for:
    • Conduit and cable tray systems
    • Power and control cabling
    • Instrumentation installation
    • Terminations and device installation
  • Support estimating teams with scope clarity and cost breakdown structures.
  • Assist in developing RFQs for subcontractors and suppliers.
  • Evaluate change orders and field scope growth impacts.
  • Provide cost impact analysis for scope revisions.




Turbine & Power Generation Experience
  • Support scope development for:
    • Gas turbines (simple cycle and combined cycle)
    • Steam turbines
    • Generators and auxiliary systems
    • Control systems and protection systems
  • Understand turbine package boundaries vs. balance of plant interfaces.
  • Coordinate scope interfaces between OEM packages and site construction.
  • Assist during outages and major maintenance events with scope definition and execution clarity.




Electrical & I&C Oversight
  • Develop and validate scopes for:
    • MV and LV distribution systems
    • Switchgear and MCC installations
    • Protection & controls systems
    • DCS integration and field instrumentation
    • Grounding systems
    • Heat tracing systems
  • Ensure compliance with applicable codes and standards (NEC, IEEE, NFPA, etc.).
  • Coordinate testing and commissioning scope requirements.




Cross-Functional Coordination
  • Collaborate with:
    • Engineering
    • Project Controls
    • Procurement
    • Construction Management
    • Commissioning Teams
  • Support schedule development by validating sequencing and scope duration logic.
  • Assist field teams with clarifications and scope interpretation during execution.
  • Maintain alignment between drawings, specs, and field conditions.




Qualifications

Required
  • 7+ years of experience in power generation construction.
  • Strong Electrical and I&C background.
  • Demonstrated ability to read and interpret:
    • ISO drawings
    • P&IDs
    • Electrical single lines
    • Loop and termination diagrams
  • Experience scoping work for gas or steam turbine installations.
  • Proven ability to perform quantity take-offs and cost scoping.
  • Understanding of construction sequencing and field execution.
  • Experience supporting outages or capital upgrades.

Preferred
  • Experience with major OEM turbine packages (GE, Siemens, Mitsubishi, etc.).
  • Familiarity with Primavera P6 scheduling impacts.
  • Experience supporting EPC or self-perform contractors.
  • Field supervisory or superintendent background.
  • Working knowledge of commissioning and startup processes.
